Dr Mattia Rattaggi offered ideas and reflections to Vietnamese government officials (November 2025)

Dr Mattia Rattaggi was privileged in joining in Zurich, at the SIX Swiss Exchange / Tenity premises, a round-table organised by the Swiss FinTech Association (SFTA) under the leadership of Philip J. Weights “Da Nang – A New Destination for Fintech & Green Finance in Vietnam.”

It was inspiring to exchange perspectives with the distinguished delegation from the City of Da Nang, led by Deputy Secretary Ngo Xuan Thang and Standing Vice-Chairman Ho Ky Minh, and to witness their clear commitment to building an open, future-oriented financial innovation hub.

In sharing my reflections, I drew on experiences from supporting and observing fintech-hub developments across several jurisdictions. Da Nang benefits from clean-slate position that enables the city to design agile frameworks, adopt progressive governance, and cultivate innovation without inherited constraints. Such hubs can meaningfully drive economic development when they grow in harmony with the real economy, which i understand in Vietnam’s case meaning sectors such as green industry, logistics, SME manufacturing, and digital-trade infrastructure. Effective regulation for such fintech hubs should not be about copying foreign models but achieving equivalence, ensuring compatibility while staying true to local realities. As with any transformative initiative, implementation should remain gradual, pragmatic and humble, and allow space for testing, learning and refining, while keeping a distinctly local and regional identity at the core.

Encouragingly, Da Nang’s emerging IFC vision reflects exactly this spirit: A fintech- and green-finance-oriented hub integrated with the city’s industrial corridors, free-trade infrastructures and innovation ecosystems. It is braced for positioning itself as a dynamic bridge between Vietnam and global markets.
